DENTON 鈥 During the Caroline County Commissioners鈥 open comment report Tuesday morning, Commissioners Vice President Larry Porter brought up the discussion on Lockerman Middle School鈥檚 proposed locations.
Porter said he preferred that the new middle school go on the North Caroline High School property, one of two locations being considered during the design processes for the building begin. The other location, near the county sheriff鈥檚 office on Double Hills Road, presents several challenges, Porter said.
鈥淚 think at this point I would like to say that I am in favor of the North Carolina location as opposed to being built in town,鈥 Porter said.
Commissioners Frank Bartz agreed with Porter and cited traffic and safety concerns on Route 404.
The commissioners also had discussions about the school鈥檚 location at their meeting two weeks ago.
At that meeting, County Administrator Kathleen Freeman presented the two location options. Commissioners President Travis Breeding sparked a conversation about how much sway the commissioners have over the school鈥檚 location.
鈥淗ow much influence do the commissioners actually have over where the school gets constructed?鈥 Breeding asked two weeks ago. 鈥淎s part of the funding of this, other than a survey, we haven鈥檛 really been consulted.鈥
Breeding then explained the issues they would run into with each potential location.
鈥淔rom what I gather, it seemed like a lot of people really preferred the Double Hills location. But, with Double Hills, we鈥檝e got to work out a ton of details with the Town of Denton as far as sewer, water allocation for that to work, potentially pump station upgrades,鈥 Breeding said.
He then mentioned traffic issues on Route 404 with beach traffic towards the end of the school year and students from northern county towns like Marydale, who would have to take the bus a long distance to the potential Double Hills location.
Porter, said he didn鈥檛 recall that 鈥渢he county did not have a lot of input鈥 on the design of new county buildings in the past.
Freeman assured Breeding that the county will be involved with the full feasibility study for both sites to determine which site makes the most sense.
Breeding also brought forward discussion of how much influence the commissioners will have for the design of the school.
鈥淭hen also, how much input do we have over the the design?鈥 Breeding asked. 鈥淚 mean, we don鈥檛 want a situation where we鈥檙e building something that鈥檚 way more expensive than it needs to be or making it as functional as we can and keeping the cost as low as we can.鈥
Bartz raised an issue where if the county has to build a new detention center, a school on the Double Hills Road site would cause a problem. The Caroline County Sheriff鈥檚 Office is located near that Double Hills Road site, making the location logical for a detention center, he said.
The county is in talks with Queen Anne鈥檚 County about a new 388-bed regional detention center that would house all Caroline, Queen Anne鈥檚 and Kent county prisoners. After conversations about control and cost of the center, discussions between the three counties have slowed down.
Lockerman name
Porter pointed out conversation that are being had about the Lockerman鈥檚 name staying at the location of the current building instead of being attached to the new school.
Though the existing building will no longer be used as a school when the new school is built, Porter said he was in favor of keeping the Lockerman name attached to the facility in the interest of honoring its history.
鈥淚 think it鈥檚 going to be important that the history of the school and the name of Lockerman be retained,鈥 he said. 鈥淚 don鈥檛 know what the future use is going to be for that building, but it鈥檚 important, I think, from the alumni standpoint, from the community standpoint, that the history be be kept there for whatever use is going to be done in the future.鈥
Breeding suggested drafting a letter of intent to the Caroline County Board of Education stating that it would be the commissioners鈥 intention to retain the name of the building.
