DENTON 鈥 At their Tuesday meeting, the Caroline County Commissioners talked about homelessness, housing, budget and community interaction with Katie Dilley, chief executive officer, and Ann Simpers, behavioral health coordinator at Mid Shore Behavioral Health.
Dilley and Simpers presented organization accomplishments, partnerships and budgets for fiscal years 2025 and 2026 to the commissioners. The presentation was part of an effort by the organization to secure the renewal of its agreement to serve at the county鈥檚 core service agency.
Commissioners noticed a $5 million increase in funding paid out by Mid-Shore Behavioral Health to partner organizations from fiscal year 2024 to fiscal year 2025.
For fiscal year 2026, federal and state funding to Mid Shore Behavioral Health jumps to $25 million from $21 million. But Dilley and Simpers warned that there could be modifications to the organization鈥檚 budget with decreases coming from the federal government.
Commission Vice President Larry Porter questioned Dilley and Simpers on exactly how the funding is distributed among partner organizations.
鈥淚鈥檓 just trying to wrap my head around all of these different organizations, and how it all comes together and how we make sure that we鈥檙e not duplicating money that goes somewhere else,鈥 Porter said.
According to Commissioners President Travis Breeding, the commissioners wanted to ensure county funds were not allocated to efforts already funded by Mid Shore Behavioral Health.
Breeding said in an interview that state and federal agencies have better abilities to make sure the funds are being appropriately used by the organizations than the county does.
Dilley assured the commissioners of Mid Shore Behavioral Health鈥檚 鈥渟tringent鈥 funding process.
鈥淓ach program that we specifically monitor and procure dollars through, we have a very stringent contracting process, deliverable process statement of work that we agree to uphold to the state,鈥 Dilley said. 鈥淪o, we monitor, report monthly, quarterly, we get financials, we get their financial auditing, we go out and do site visits. If there鈥檚 a concern anywhere along the way of data showing that things are moving in the wrong direction, we鈥檙e like, 鈥楬old up, we鈥檝e got to regroup here.鈥欌
The commissioners also asked specifically about the Point-In-Time count conducted by Mid Shore Behavioral Health in January.
The count is an annual survey that measures homelessness across the U.S. This year, Mid Shore Behavioral Health鈥檚 Continuum of Care team contributed by gathering data from individuals in encampments, shelters and temporary housing in Talbot, Kent, Dorchester, Caroline and Queen Anne鈥檚 counties.
According to the count, the total number of people experiencing homelessness on the Mid-Shore sits at 195, with 179 people in sheltered locations and 16 in unsheltered locations.
鈥淎re the people that you come across in your data with the homeless population, like is there a percentage to say, 鈥楬ey is this affordability process, or is it a mental health or social issues that that impacted my life.鈥 That鈥檚 the data that we would like to know, and we just don鈥檛 seem to get that,鈥 Commissioner Frank Bartz said.
According to Dilley, the Department of Housing and Urban Development determines the funding that communities receive with an annual cost of living check.
鈥淪o, depending on where you fall in the region, they have a different allocation for what resources they鈥檒l give to our organization to make sure that we can appropriately house individuals that we have funding for. We have an ear-marked amount of funding and slots for individuals to be placed in housing.
鈥淪o, that dollar shifts based on what the trends in the market are showing, and obviously that鈥檚 going up, but I think what one thing we鈥檙e also seeing that the number one thing that our community members have identified as a concern is the cost of living. And that鈥檚 for individuals that are housed, not housed.鈥
Commissioners said the core service agency agreement will be added to next weeks action agenda for approval.
